Which controllers does it work with?

It reacts to any controller your browser detects, including DualSense, DualShock 4 and Xbox controllers, wired or over Bluetooth. If yours stays still, follow Controller not detected.

Does it work when I play on console?

Yes through PS Remote Play, with the controller connected to the PC you stream from. With a capture card alone, the overlay cannot read the controller, because the card only carries video and sound.

How to add this PS4 controller overlay to OBS
